Health Asset Management

SPM is privileged to have served the New Zealand Health sector since the introduction of the Asset Management Framework in 2003. Operating at a national, regional and district level it has provided policy advice, supported the implementation of asset planning systems and produced a range of planning documents.

At a national level, SPM has advised the Ministry of Health and produced a number of the tools now widely used for asset planning with the Health sector. Acting for the Ministry, SPM has organised and facilitated the activities of the National Health Leadership Group, coordinated the 2008 National Health Workshop and produced the Service Justifications and Capital Intentions templates.

SPM is working at a regional level to support the development of the 2009 regional asset management plans. These documents capture the asset planning requirements at a regional level, reflecting the network provision of services and the effective use of existing assets and buildings. SPM has a strong relationship with the Northern Health region and is developing a similar relationship within the Midlands region.

Examples of key achievements with the Health sector since 2003 include:

  • Producing the National Health AMPs in 2006 and 2008
  • Coordinating and facilitating the Northern Region Asset Management Steering Group for Counties Manukau, Waitemata, Auckland and Northern DHBs
  • Developing the Health Asset Standardisation Reference in 2004, which is used by health boards across the country to inform asset planning decision making
  • Producing strategic asset management plans (AMP) for Counties Manukau, Auckland, Waitemata, Northland, Wanganui, Capital and Coast (2004 and 2005), West Coast DHB and MidCentral DHB (2005)
  • Conducting building condition surveys for a number of health boards, including Northland, Waitemata, Counties Manukau, Waikato, Otago and West Coast District Health Boards
  • Conducting an asset verification of health service assets for Waitemata DHB and Counties Manukau DHB in 2006
  • Conducting a facilities assessment for Counties Manukau DHB in 2008 to inform its asset planning processes and associated documents
  • Developing a building maintenance programme for Waikato DHB in 2008 to inform a building recovery programme
  • Produced an Asset Management Plan for Otago DHB in 2007 using the Health Service Plan (HASP) model; producing asset plans aligned to the primary health services and then a summary level asset plan

SPM is also serving the Australian Health sector through its strategic relationship with partner organisations in Australia. As in New Zealand, the activities include condition surveys, asset verification, and strategic asset planning.
