Infrastructure Asset Management
SPM has a long and established relationship with Infrastructure asset management in New Zealand and overseas. Its senior consultants have worked in major infrastructure projects in New Zealand, Australia, Asia, North America and Europe, and have used this knowledge and experience to establish robust asset planning methodologies and tools for the sector.
Our extensive experience in both New Zealand and the United Kingdom means we can advise how to measure, report and control the many complex drivers that councils, government, industry and commercial entities encounter. We also offer expertise indrivers such as "levels of service" (as defined under the Local Government Act 2002), intangible benefits when economic drivers are indifferent and conflicting drivers that are often encountered in community facilities.
As with the other industries and sectors, asset management planning for Infrastructure assets involves the assessment of existing assets against expected service and outcomes, and the evaluation of solutions to address shortfalls. The nature of Infrastructure assets can make this challenging particularly in terms of forecasting replacement requirements. In response SPM has developed a range of innovative methodologies, tools and applications to support the asset planning process.
Asset Management applications include SPM Projects, SPM Property, SPM Network and the Above Ground Asset Management Module. This web-based application stores, analyses, reports and maintains above ground infrastructure asset information to help with your long term planning, short term maintenance and funding requirements.
Development Contributions
SPM is a leading provider of advice on Development Contributions, particularly within the context of the Local Government Act 2002. Senior consultants participated in the drafting of the associated legislation and now provide advice to councils on the development and implementation of Development Contributions policy. In this sense, SPM has developed SPM Projects to address the specific information and reporting necessary to satisfy LGA 2002 requirements.
Consistent with its values of Leadership and Collaboration, SPM regularly coordinates, organises and facilitates the Development Contributions Work Group (DCWG). The DCWG involves representatives from councils across the country and meets to discuss the implementation of Development Contributions in New Zealand.
